capitalized value of the increase in Crown Ront.

The advantage

of this would be that Government would have a steady annual

rovenuo accruing to it instead of ono lump sum. On the other hand military contribution would have to be paid on the Crown Rent, whereas premia on land sales are exempt from this charge.

The Commissioners advocate the raising of the upsc t price at land sales to correspond more nearly with the general market price. This will discourage the formation of 'rings'

which is always liable to occur at auctions.

In rural areas Building Covenants should be abolished. This would lead to developments at Fanling and similar districts. Government will benefit by increased land sales, and subsidiary departments such as the Railway will gain.

The Commissioners invite the attention of the

Government to the possibility of obtaining more revenue from the entertainment tax, particularly with regard to the Race Courses. The Commissioners also take the opportunity of suggesting to

the Government the financial benefits to be derived from a taX

on betting.

RAILWAY TERMINUS AT HUNGHOM. The Commissioners are of

the opinion that it would have been better to have built the terminal station at Hunghom. The Railway between Hunghom and the present terminus occupies a large area of valuable land, which has interfered with the development of Kowloon's water frontage. It is not too late to remedy matters. At Hunghom the Railway occupies more land than it needs and there is ample room for a station. The area along Chatham and Salisbury Roads

should be disposed of, and developed on modern town planning
